    Your Workforce Partner in the GLOW Region

    The GLOW Workforce Development Board assists employers in finding and retaining skilled, qualified employees — and helps individuals attain the skills necessary for employment. Our services are employer-focused, free of charge, and backed by federal WIOA funding.

    We screen potential applicants against your job requirements and refer only qualified, work-ready candidates to your business.

    Post your open positions through GLOW's network and New York's Job Bank — reaching thousands of active candidates at no cost.

    Search the NYS Job Bank

    Learn what careers are in demand in our area and how to qualify for them. Identify transferable skills, discover careers that offer job satisfaction, and repackage your experience for jobs of the future.

    On-the-Job Training & Apprenticeships

    Access wage reimbursements while your new hire learns. GLOW coordinates OJT agreements and registered apprenticeship programs.

    Design & Fund Training Programs

    We help design customized training solutions and connect you with funding to upgrade existing workers or onboard new hires.

    Labor Market Research

    Get current data on wage scales, available workforce, and regional industry trends to inform your hiring and retention strategies.

    On-Site Interview Rooms

    Use our conference and interview rooms at no charge to conduct candidate interviews and job fairs right at our One-Stop Centers.

    Tax Credit Information

    Learn about Work Opportunity Tax Credits (WOTC) and other incentive programs. We provide information and assistance with pre-approval.

    Rapid Response Programs

    Facing a layoff or business transition? Our Rapid Response team provides immediate assistance to businesses and affected workers.

    Funding Available

    Train Your Workforce

    GLOW WDB offers two primary employer-funded training programs to help you build skills within your team — with significant cost reimbursement available under WIOA guidelines.

    Program 1

    On-the-Job Training (OJT)

    Training provided by an employer to a paid participant while engaged in productive work that provides knowledge or skills essential to full performance of the job — with wage reimbursement back to the employer.

    • Provides knowledge or skills specific to the job role
    • Employer receives reimbursement for training hours
    • Employer must plan to retain trainee as a full-time employee after training
    • Limited to hours in the Training Plan — not to exceed 1,040 hours
    • Can be used with new hires or currently employed workers
    • Can be combined with other training programs
    • Person receiving training must be under the GLOW WDB Self-Sufficiency Rate Policy, which is currently $28.00/per hour or $52,240 annual salary based on a 40-hour week.
    Program 2

    Customized Training

    Designed for upgrading skills, improving retention, or increasing wages for your existing workforce. The employer pays at least 50% of the cost — and can be reimbursed for that portion upon approval.

    • Employer submits a one-page training plan for approval
    • Used for skill upgrading, retention, or wage increases
    • Business must have a physical presence in the GLOW region
    • Up to 50% of employer training costs can be reimbursed
    • Employees must be under the GLOW WDB Self-Sufficiency Rate Policy, which is currently $28.00/per hour or $52,240 annual salary based on a 40-hour week.

    Grant Opportunities

    GLOW WDB can connect employers with grant programs to offset the cost of hiring and workforce development. State and federal funding is available for eligible businesses in the GLOW region.
